As the Cape Canaveral Spaceport’s master planning consultant, ZHA prepared a series of planning documents designed to guide the Kennedy Space Center and the 45th Space Wing in their efforts to privatize the combined utility and propellant systems serving the U.S. space launch mission at Cape Canaveral. Through the four-phase planning process, ZHA recommended consolidating the management, planning, financing and future development of the Spaceport utility and propellant systems under one system.

This nearly three-year process highlighted the best practices of the Spaceport and other utility systems from around the country. It laid out a framework in which the recommendations could be achieved. The team drafted preliminary enabling legislation that would authorize KSC and the 45th SW to fulfill their initiatives. The studies evaluated current financial practices and illustrated how new economic alternatives can improve current operations, meet federal mandates and save money.
