In July 1993, the Federal Base Realignment and Closure Commission identified Orlando’s Naval Training Center, located three miles east of downtown, for closure.
During its moment in the sun, the center trained more than 650,000 naval cadets. Two of ZHA's consultants served on the Base Reuse Commission, which spearheaded development of a reuse plan to guide transition of NTC property and facilities to other uses that supported the city's goals for the community and its economy.
The City of Orlando selected Orlando Partners as the development team to transform NTC's 1,100 acres into a collection of neighborhoods, with 3,600 varied new housing units, more than 1 million square feet of office and retail space, plus 215 acres of open space and park lands. ZHA supported Orlando Partners as project manager for base demolition and infrastructure replacement
Redevelopment has been underway for three years. A new community, Baldwin Park, has emerged with more than 400 households (currently) and many more to come. Baldwin Park’s 52-acre village center, which is within walking distance of all community homes, offers 200,000 square feet of shops, restaurants and offices.
